Monsoon rains claim 9 more lives in Balochistan

During the last 24 hours, at least nine more people died in Balochistan. According to a Provincial Disaster Management Authority (PDMA) report, around 13,000 homes have also been damaged in the flash floods.

The heavy monsoon spells have rendered Balochistan calamity stricken as at least 136 people have so far been confirmed dead due to flood related incidents.

In Quetta, sinkholes were formed on many roads due to heavy rainfall.

On the other hand, Punjab’s Jhang and Ranjanpur districts reeled under flood waves. The River Chenab overflowed near Jhang and water entered the populated areas.

Officials feared overflowing Chenab could also cause floods near Gujranwala.

In Rajanpur, which was hit by floods earlier this week, the Pakistan Army continues to carry out rescue operations. It has also set up medical and relief camps.

In Dera Ghazi Khan, the flood water was receding and people who had migrated from the area were returning homes.

However, in the Sindh province, several villages near Gambat have been flooded and the road link between Khairpur and Gambat and Kangri was lost.

Punjab Assembly passes resolution against CEC

The Punjab Assembly passed a resolution against the Chief Election Commissioner (CEC) Sikandar Sultan Raja, and demanded his resignation as chief of the Election Commission of Pakistan.

PTI’s Member Provincial Assembly Syed Abbas Ali Shah presented the resolution during a session chaired by Punjab Assembly Speaker Sibtain Khan.

The motion calls on CEC Raja to resign from his post. After the motion was passed, the Assembly was adjourned till August 15.

It should be noted that the PTI leadership held a high-level meeting on Saturday during which they decided to file a judicial reference against the Chief Election Commissioner. PTI Chief Imran Khan directed the party’s legal experts to prepare a reference against him. The decision came after the party’s repeated demands calling for CEC’s resignation.

Pak Army, FC busy restoring connectivity to flood-hit areas
Pakistan Army and Frontier Corps troops continue to engage in rescue and relief efforts in the flood-hit areas of the country, and are busy in repair work on highways and motorways to restore connectivity, the Inter-Services Public Relations said on Sunday.

According to a statement by the military's media wing, Army and FC personnel "are busy in rescue and relief efforts, apart from providing medical care and opening up communication infrastructure".

Providing an update on the flow of various rivers, the ISPR said all rivers are "flowing normal" except a low flood in Indus River at Attock, Tarbela, Chashma, and Guddu. A low flood was also reported at Warsak and a medium flood at Nowshehra in Kabul River.

KP situation

According to the statement, a maximum of 133mm rain has been recorded in Khyber Pakhtunkhwa's Mardan district followed by Mohmand district where 85mm of rain was recorded.

The troops carried out dewatering efforts in Mardan, said the ISPR.

Flash floods have been reported in the local nullahs of Mohmand, it added.

Southern Punjab

To the south of Punjab, "all hill torrents are flowing normal except some increased flow in Mithawan, Kaha and Sanghar Hill torrents", said the statement.

Local commanders visited Rajanpur and DG Khan where relief items were distributed among flood affectees and medical camps have been established, the ISPR said.

Balochistan

In the Balochistan town of Jhal Magsi, "complete connectivity of Gandhawa has been restored".

There is no longer any isolated area in Gandhawa and its surroundings, the military's media wing said, adding that further relief activities are underway.

Among these is an army medical camp which has thus far treated 115 patients.

Over in Khuzdar city, the M-8 motorway is still cut off. "Work on the resumption of connectivity is underway," said the ISPR statement.

According to the statement, a field medical camp established by CMH Khuzdar and FC in Hafizabad has treated 145 affected people.

In the small town of Naseerabad, the ISPR said that no rain was reported throughout the day.

"Relief activities are underway for the affected population of Babakot and Gandakha," said the statement, adding that food supplies as well as cooked meals were distributed to flood victims.

In addition, a field medical camp in Gandakha treated various patients.

In Balochistan's Chaman district, no rain was reported. The Bab-e-Dosti (Friendship Gate) at the Pak-Afghan border is "fully functional", said the ISPR.

No rain was reported in Noshki town either. "Relief efforts are underway for the stranded population," said the ISPR.

According to the statement, "cooked meals were served to over 1,000 people".

The military's media wing said that the N-40 highway, which is damaged at three places, "has been repaired and traffic resumed".

Over in Lasbela district, no rain has fallen in the past few hours and the situation is stabilizing, said the ISPR.

According to the military's media wing, five field medical camps are providing medical care in Naka, Bela, Duddar, Hub and Gadani.

The N-25 highway has been opened and repair work on bridges is underway, said the statement.

"General Officer Commanding at Gawadar visited Hub and Uthal," the statement said further, adding: "Two sorties of MI-17 were conducted and 1,500kg of ration items were distributed in Hub and Uthal."

In Kila Saifullah, rainfall was reported in the entire district.

The ISPR said that a field medical camp established at Khazina treated more than 200 patients.

Gilgit-Baltistan

The troops also carried out operations in Gilgit-Baltistan.

"Two mudslides were reported near Sikandarabad at Karakoram Highway," said the ISPR.

"The road has been opened for one way traffic by FWO," it added.

Instagram to pause ‘TikTok-like features’

Instagram will pause features that users have campaigned against and complained make the social network too much like TikTok, according to a report in the Platformer tech newsletter.

Celebrity sisters Kim Kardashian and Kylie Jenner were some of the most vocal users to have posted messages on social media this week calling for the company to “make Instagram Instagram again” and stop trying to be like TikTok.

The slogan sprang from a Change.org petition that had received more than 229,000 signatures as of late Thursday. “Let’s go back to our roots with Instagram and remember that the intention behind Instagram was to share photos, for Pete’s sake,” the petition read.

Instagram chief Adam Mosseri had responded to the controversy earlier this week with a video on Twitter in which he said the features were a work in progress, and being tested with a small number of users.

Changes included playing up short-form video, displaying it full-screen the way TikTok does, and recommending posts from strangers. “We are going to have to lean into that shift.” Meta chief Mark Zuckerberg backed that position during an earnings call on Wednesday, saying that people are increasingly watching videos online.

A senior official in Russian-annexed Crimea accused Ukraine on Sunday of carrying out a drone attack ahead of planned celebrations to mark Navy Day, injuring five and forcing the cancellation of festivities.

The accusation comes hours before Russian President Vladimir Putin is due to oversee Navy Day celebrations in his hometown of St Petersburg and approve Russia’s naval doctrine as Moscow presses on with its military intervention in Ukraine.

“An unidentified object flew into the courtyard of the fleet’s headquarters,” Mikhail Razvozhayev, governor of Sevastopol, home to Russia’s Black Sea fleet, wrote on the Telegram messaging app.

“According to preliminary information, it is a drone.”

He said Ukraine had decided to “spoil Navy Day for us”.

The Ukrainian defence ministry did not immediately respond to a request for comment.

Razvozhayev said that five employees of the fleet headquarters had been injured in the incident and that the Federal Security Service (FSB) was investigating its circumstances.

“All celebrations have been cancelled for security reasons,” Razvozhayev said. “Please remain calm and stay home if possible.”

Navy Day is an annual Russian holiday during which its fleets stage naval parades and honour its sailors.

Russia annexed Crimea from Ukraine in March 2014, prompting a major row with the West which deepened over Moscow’s role in an insurgency of pro-Russian separatists in eastern Ukraine.

Sri Lanka president seeks unity government to save economy

Sri Lanka’s new president Ranil Wickremesinghe has formally invited MPs to join an all-party unity government to revive the bankrupt economy by undertaking painful reforms, his office said on Sunday.

Wickremesinghe took office earlier this month after public anger over the island nation’s worst economic crisis forced his predecessor Gotabaya Rajapaksa to flee the country and quit.

In a meeting on Saturday with the influential monks of the Temple of the Tooth in Kandy, one of Buddhism’s most sacred shrines, Wickremesinghe outlined his plans.

“As the president, I wish to start a new journey,” Wickremesinghe was quoted as telling the monks in his first meeting with the powerful Buddhist clergy since taking office.

“I would like to get all the parties together and go on that journey as well as to form an all-party government.”

He has written to all lawmakers asking them to join a unity government.

A former opposition MP, Wickremesinghe, 73, took up the premiership for the sixth time in May after Rajapaksa’s elder brother Mahinda resigned and there were no other takers for the job.

Wickremesinghe went onto become the president after Gotabaya escaped on July 9 when tens of thousands of protesters angry at the economic crisis stormed the presidential palace.

He fled to Singapore from where he resigned five days later and Wickremesinghe became interim president and later won a vote in parliament confirming his ascension.

Sri Lanka’s 22 million people have endured months of lengthy blackouts, record inflation and shortages of food, fuel and medicines. Since late last year, the country has run out of foreign exchange to finance even the most essential imports.

In April, Sri Lanka defaulted on its $51 billion foreign debt and opened bailout talks with the International Monetary Fund.

Wickremesinghe told monks that the economy would decline further this year with a contraction of 7.0 per cent, but expected a recovery next year.

“I am working to re-stabilise this economy and build the economy in such a way that the country can be developed by 2023, 2024.

“It is a difficult task. But if you don’t do it now, it will be more difficult. We should think about whether we should try to cure the patient by giving medicine or let the patient die without giving medicine,” he added.

He said inflation currently running at 60.8pc could go up further.

After his election as president, Wickremesinghe, while ordering security forces to clear protest sites, has appointed an interim cabinet leaving the door open for others to join.

He has called a new session of parliament from Wednesday and is expected to expand the 18-member cabinet to accommodate members from opposition parties.

Miftah Ismail says rupee to see improvement in next two weeks

Finance minister Miftah Ismail on Sunday said that the Pakistani rupee, which has taken a beating against the US dollar in recent weeks, should see some improvement "in the two weeks".

Ismail was addressing a press conference to speak about Pakistan's economic path forward.

"I really think — although I never like to speculate on the currency market — but I really think that the rupee's true value is far greater [than what it is right now]," the finance minister said.

He explained that in the past two months, Pakistan had to part with "a billion and another billion", which put pressure on the local currency.

Ismail said that efforts will be geared towards more dollars coming in daily and fewer leaving the country next month. "With our efforts to reduce imports and InshaAllah, with the daily rise in incoming dollars versus a decline in outgoing units, there will be a surplus [of dollars]," he said.

"This will lead to a reduced pressure [on the rupee] and the dollar's value against the rupee should then see a slight drop," the minister added.

Ismail said that he has hope that the "next two weeks will InshaAllah be better".

He cautioned, though, that although this is his view since he believes "the fundamentals are in Pakistan's favour", but "speculation and sentiments also play a role in this".

In criticism of the past rulers, said that the PTI-led government increased the country's debt by Rs20,000 billion in the last three and a half years.

Joe Biden again tests positive for Covid, returns to isolation

US President Joe Biden again tested positive for Covid-19 on Saturday, according to a statement from the White House physician, although he is experiencing no symptoms and feels “quite well.”

Biden, who tested positive for the disease nine days ago but then tested negative twice earlier this week, will resume isolation procedures, and his positive test is believed to be “rebound” positivity experienced by some Covid patients, according to White House physician Dr. Kevin O’Connor.

Biden tweeted about his positive case, saying it can happen to a “small minority of folks.”

“I've got no symptoms but I am going to isolate for the safety of everyone around me. I’m still at work, and will be back on the road soon,” he tweeted.

The positive test jeopardizes a Tuesday trip to Michigan Biden had planned to tout the recent passage of legislation to boost the semiconductor industry, which the White House announced earlier on Saturday.

O’Connor said Biden, who is 79, tested negative for the last four days, and there is no plan to reinitiate treatment given his lack of symptoms.

Biden previously descr­ibed his experience with Covid as mild, saying he was able to continue working while in isolation and attributed his relative ease with the disease to vaccines and other treatments.

O’Connor had previously said Biden would be tested regularly to watch for a potential “rebound” Covid-19 case, which can be experienced by some patients who have been treated with Paxlovid, the drug the president received.

CM Elahi approves health card extension, free medicines

Chief Minister Chaudhry Parvez Elahi on Saturday approved upgrade of emergency wards of all the public hospitals across the province and announced giving free-of-cost medicines to the patients there. He also gave a go-ahead to upgrade the Wazirabad Institute of Cardiology (WIC), increasing the number of beds in the hospital.

He was presiding over a meeting at the Chief Minister’s Office, which decided to extend the Health Card programme of former prime minister Imran Khan in a further improved manner, said a handout.

Speaking on the occasion, Mr Elahi termed it the right of patients to get free medicines in emergencies.

Regarding the WIC, he said the number of beds in the institute would be increased up to 400. He added that the shortage of doctors in the institute, especially of anesthesiologists, and paramedics would be overcome immediately and the anesthesiologists would be awarded special allowance to lure them to join the hospital. He sought construction of residences of the doctors and paramedics on the vacant land of the institute.

The CM directed the officials concerned to launch a special programme to enhance the capacity-building of doctors. He asserted the file work should be carried out promptly so as to provide the people of the province with the best health facilities. A comprehensive review was made during the meeting to bring about improvement in the health department along with provision of the best treatment facilities to the people.

Former health minister Dr Yasmin Rashid, former chairman P&D Salman Ghani, former principal secretary to CM GM Sikandar, Principal Secretary to CM Muhammad Khan Bhatti, the chairman P&D, secretary health, the head of Wazirabad Institute of Cardiology, DG Rescue 1122 and other officials concerned attended the meeting.

British climber Adriana Brownlee scales K2

Adriana Brownlee, a 21-year-old British climber, has further improved her record of being the youngest climber to have summited most peaks of over 8,000 metres by scaling K2 — her 10th peak of over 8,000 metres — two more than Pakistan’s Shehroze Kashif.

Adriana has also become the youngest ever British climber to summit K2.

Her team confirmed that Adriana, along with Gelje Sherpa, summited K2 at 6:30am yesterday. She had attempted to summit the peak with supplementary oxygen but changed the plan.

 “She went to C4 without O2 and plan was to summit with no O2 — but overnight snow meant Adri and Gelje had to trailblaze the route from C4 to the summit — so long and difficult,” Adriana’s team informed this correspondent.

“Gelje and I were actually going to attempt a summit without O2, however, after reaching 8,000 metres without sleeping, the snow in the night just didn’t stop and it was then impossible for us to trailblaze without O2. But now I know I can do it,” Adri posted on her social media.

Adri had earlier summited The Broad Peak and Nanga Parbat in Pakistan but it is unlikely she will summit Gasherbrum I and II this season.

The 21-year-old wants to become the youngest mountaineer in the world to summit all 14 peaks above 8,000 metres.

Gasherbrum I (8,080 metres) and II (8,034 metres) in Pakistan, Cho Oyu (8,188m) in Nepal and Shishapangma (8,027m) are the remaining mountains for her to achieve the title.

Pakistan’s Shehroze Kashif — who is one year younger than Adriana – has so far summited eight peaks of 8,000 metres and is currently on route to summit GI and GII.

If Shehroze manages to summit both this season, he will be able to surpass Adriana’s record of the youngest mountaineer to summit most eight-thousanders.

Like Adriana, Shehroze is also aiming to become the youngest mountaineer in the world to summit all the 14 peaks of over 8,000 metres in the world.

Adriana has climbed Everest, Kangchenjunga, Lhotse, Makalu, Dhaulagiri, Manaslu, Annapurna 1, Nanga Parbat, Broad Peak and K2 whereas Shehroze has scaled Everest, K2, Kangchenjunga, Lhotse, Makalu, Manaslu, Nanga Parbat, Broad Peak and Nanga Parbat.

PM Shehbaz, Hamza to be indicted on Sept 7 in money laundering case

A special court in Lahore on Saturday fixed September 7 for the indictment of Prime Minister Shehbaz Sharif, his son Hamza Shahbaz, and others, for their alleged involvement in money laundering of Rs16 billion in the sugar scam case.

The Federal Investigation Agency (FIA) booked Shehbaz and his sons Hamza and Suleman in November 2021 under sections 419, 420, 468, 471, 34 and 109 of the Prevention of Corruption Act and r/w 3/4 of the Anti Money Laundering Act. Suleman Shehbaz is absconding in the UK.

During the hearing today, property details of Suleman, who was declared a proclaimed offender in the multi-billion-rupee money laundering case, were submitted in the court.

In December 2021, the FIA had submitted the challan against Shehbaz and Hamza before the special court for their alleged involvement in laundering an amount of Rs16 billion in the sugar scam case.

According to the FIA report submitted to the court, the investigation team has "detected 28 benami accounts of the Shehbaz family through which money laundering of Rs16.3bn was committed during 2008-18. The FIA examined the money trail of 17,000 credit transactions."

The report added that the amount was kept in "hidden accounts" and "given to Shehbaz in a personal capacity".

This amount (Rs16 billion) has nothing to do with the sugar business (of Shehbaz family), it claimed. The money received from the accounts of low-wage employees by Shehbaz was transferred outside Pakistan via hundi/hawala networks, ultimately destined for the beneficial use of his family members, the FIA had alleged.

"Eleven low-paid employees of the Sharif group who 'held and possessed' the laundered proceeds on behalf of the principal accused, are found guilty of facilitating money laundering. The three other co-accused of the Sharif group also actively facilitated the money laundering," the agency had said.

No political party can use foreign funds as per law: Musadik Malik

Minister of State for Petroleum Dr Musadik Malik said as per law of the land, no political party could get funds from other than Pakistani citizens.

“If anyone has to do politics in Pakistan, funds can only be received from Pakistani citizens, not anyone else you cannot take funds from any foreign state or its cabinet member, if taken, it will not only be considered illegal but the party will also be ceased as per Pakistani laws ” he said while addressing a news conference.

He said an international newspaper had narrated the story of Pakistan Tehreek-e-Insaf’s foreign funds, which the party leadership received from Arif Naqvi, chief executive of a foreign company, ‘Abraj Capital’, which was being run with foreigners’ investment.

He said Arif Naqvi, working as the ‘fund manager’ of foreign investors, was now facing jail in the United Kingdom on charges of fraudulent activities and for involvement in different ‘black money schemes’.

Musadik Malik said a cricket club was established abroad for sending funds to the PTI and in that regard the first payment of $1.2 million was received from the Abraj Investment. The PTI also got £2 million from the cabinet member of a foreign country, he added.

He recalled that Pakistan Muslim League Nawaz leader Nawaz Sharif was disqualified lifetime by the apex court for just holding an ‘Iqama’ (residential permit) of his son’s company.

PM lauds security forces for successful operation against terrorists

Prime Minister Shehbaz Sharif on Saturday lauded the security forces for carrying out a successful operation against terrorists in district Kech, Balochistan.

The prime minister also condoled the death of Havaldar Hidayatullah from Lakki Marwat, who embraced shahadat during the operation. The entire nation saluted the sacrifices of its shuhada, he added.

He also prayed for the speedy recovery of Naek Wazir Muhammad who was injured during the operation.

On Friday, Inter-Services Public Relations said that security forces killed six terrorists during an operation conducted by security forces in the general area of Hoshab, district Kech of Balochistan.

In a brief statement, the military’s media wing said the operation was conducted on information regarding the movement of a terrorist group on motorcycles towards Panjgur from Kech.

"Security forces immediately cordoned the area and started a search operation to apprehend the terrorists," the ISPR said, adding that once surrounded, the terrorists opened indiscriminate fire on security forces.

The ISPR mentioned that a heavy exchange of fire took place between terrorists and security forces and a large cache of arms and ammunition has been recovered.

"During engagement, Havaldar Hidayat Ullah embraced shahadat while Naik Mir Muhammad got injured," the military’s media wing added.

Pakistan has no plans of holding bilateral meeting with India: FM

Federal Minister for Foreign Affairs Bilawal Bhutto asserted that Pakistan has no plans of holding any bilateral meeting with India.

Foreign Minister Bilawal Bhutto, who is currently attending the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers Meeting in Uzbekistan's capital, on Saturday said that the government was taking measures to improve its ties with all the counties, including the United States.

Bilawal held six bilateral meetings with foreign ministers of Central Asian countries on the sidelines of the conference which is being held in connection with preparations for the SCO Heads of State meeting scheduled to be held in September.

Bilawal held meetings with his counterparts from Afghanistan, China, Tajikistan, Kazakhstan, Uzbekistan, and Kyrgyzstan.

“There are no plans of any meetings between Indian and Pakistani prime ministers in September,” Bilawal said, adding that both India and Pakistan are part of the SCO and the two countries are only engaged in the context of the broad-based activities of the organisation.

The foreign minister said: “India is our neighbouring country. While one can decide on a lot of things, one cannot choose its neighbours, therefore, we should get used to living with them.”

Bilawal recalled that after 2019, constructive dialogue with India became difficult, while statements based on Islamophobia by Indian officials are further creating hurdles in dialogue.

Reacting to Imran Khan’s criticism that said relations between Pakistan and the US weaken during the tenure of the coalition government, the foreign minister said, “There is no truth in Imran Khan’s claims.”

Khan tried to strengthen relations with Washington when he was in power, he said and asked what was their fault if he failed to boost ties with the US.

Mazari loses no-confidence motion

Punjab Assembly Deputy Speaker Dost Muhammad Mazari on Friday lost the no-confidence motion passed by the provincial assembly, after he annulled 10 votes during the polls, a move which was deemed to be “unconstitutional.”

On Friday, after PTI’s Sibtain Khan took charge as the new speaker of the House, former law minister Raja Basharat presented a resolution seeking permission to initiate no-confidence proceedings against Mazari as the deputy speaker. The resolution was approved for voting.


After midnight, the voting began in the Punjab Assembly on the no-trust motion against Mazari through a secret ballot in which 186 lawmakers voted against Mazari, bringing his term as the deputy speaker to a premature end.

The newly-elected Punjab Assembly Speaker Sibtain Khan announced the result after vote count. The opposition alliance did not take part in the voting process.

Daughter of Afghan refugee becomes Australia’s first hijabi senator

Fatima Payman, 27, made history this week after becoming the first hijab-wearing Senator in Australia’s parliament.

Payman broke down a few minutes into her first speech in Parliament when thanking her father for his sacrifices who arrived in Australia as an Afghan refugee and died in 2018.

“Who would have thought that a young woman born in Afghanistan and the daughter of a refugee would be standing in this chamber today?” said Payman.

“Knowing the sacrifices that my dad went through as a taxi driver and security guard to ensure he saved up enough money to make ends meet, to support his family, and to ensure my siblings and I had the future he wasn't able to secure for himself.”

Payman was eight years old when she arrived in Australia in 2003 with her mother and three younger siblings.

She attended Australian Islamic College in Perth and went to university to become a doctor, but got involved in politics instead.

Payman's father died of leukaemia in 2018 at the age of 47 and unfortunately never lived to see her become a senator.

She also addressed concerns about her hijab, emphasising that wearing it was her choice.

“For those who choose to advise me on what I should wear, or judge my competency based on my external experience, know that the hijab is my choice,” Payman said. “I am young, I am progressive, and my family were born overseas - I am a representative of modern Australia.”

Pakistan Tehreek-i-Insaf (PTI) has defended Arif Naqvi, the Pakistani businessman who is facing corruption charges in the United States, as the government criticised PTI Chairperson Imran Khan for receiving funds from the Abraaj Group founder after a damning Financial Times report.

As the country awaits the verdict reserved by the Election Commission of Pakistan into the PTI's prohibited funding, an expose by the Financial Times has blown the lid off Pakistani tycoon Arif Naqvi's involvement in the party's finances and how a significant portion of its funding in 2013 was of foreign origin.

According to the report, "Naqvi transferred three instalments directly to the PTI in 2013, adding up to a total of $2.12 million".

In response, PTI Senior Vice President Fawad Chaudhry asked local media not to portray "our people as villains", as when a Pakistani Muslim's influence crosses a certain benchmark, it is not welcomed by the "Israeli lobby".

"Arif Naqvi's Abraaj Group became a $14 billion company. And when any Muslim and especially a Pakistani Muslim's influence crosses a certain limit, then it isn't welcomed by the Israeli lobby".

"Why should we become part of a propaganda campaign when we know it's Israel-backed?"

In a separate statement, Fawad said that the PTI demands that the Election Commission of Pakistan (ECP) should announce the verdict in all three parties' — PTI, PML-N, and PPP — funding case be announced at the same time.

"The PTI has submitted the details of more than 40,000 donors to the ECP. Overseas Pakistanis, just like they support Pakistan, they also support PTI," he said.

PDMA Issues Alert Of High Level Flood In River Chenab

Provincial Disaster Management Authority has issued alert for high flood in Chenab river.

The high flood in the river is expected at at Marala Headworks in Sialkot district, Khanki headworks in Gujranwala district and Qadirabad headworks in Mandi Bahauddin district within next 24 to 48 hours, PDMA has warned.

The PDMA has advised all concerned departments to get completely prepared to tackle any emergency situation. The authority has also advised for cancellation of the leaves of staff and getting heavy machinery prepared to tackle any contingency.

Flood Forecasting Division has reported that water flow in River Chenab at Akhnor has reached 273,950 cusec and is rising continuously.

All relevant departments have been directed to remain alert and complete their preparation.

PDMA has advised all the authorities concerned to take all-out measures for evacuation of people.

The NA speaker accepted the resignations of several key PTI leaders, including former human rights minister Shireen Mazari, ex-interior minister Ijaz Ahmed Shah, ex-state minister for parliamentary affairs Ali Muhammad Khan and ex-state minister for information and broadcasting Farrukh Habib.

The other PTI lawmakers whose resignations have been accepted are Fazal Muhammad Khan, Shaukat Ali, Fakhar Zaman Khan, Jamil Ahmed Khan, Muhammad Akram Cheema, Abdul Shakoor Shad and Shandana Gulzar Khan. Two army aviation helicopters have been flown from Karachi to Othal, Lasbella. The helicopters will now shift stranded people to safer places and also transport necessary relief items.

General Officer Commanding at Gwadar visited Othal area to oversee rescue and relief efforts.

Ground rescue and relief teams are busy in Othal and Jhal Magsi to shift people to safer places and providing food and water to local residents.

Doctors and paramedics are providing medical care to the affected people.

The coastal highway has been opened for all types of traffic.

Efforts are being made to repair the damaged communication infrastructure and restore utilities.

Protection bund in Turbat which was breached has been repaired.

In Punjab, troops are assisting civil administration in relief efforts in DG Khan. Two medical camps have been established by Army to provide medical care to local people affected by the floods.

Apart from dewatering efforts in Karachi, troops are busy in relief efforts in Jamshoro and Gharo areas.

Dollar soared to a new high in the interbank market due to political uncertainty in the country and was traded at Rs240 on Thursday.

The rupee lost 3.98 during the intraday trade. The local unit closed at 236.02 per dollar on Wednesday, falling by 1.31% during the session.

In the international market, the dollar is strengthening against all other world currencies, and the rupee is no exception. Even though imports are reducing, Pakistan’s external account concerns have not yet been resolved.

Although the IMF has agreed to disburse a $1.2 billion loan disbursement, the inflows have not yet occurred because the executive board’s final approval is still pending.

Met Office Predicts More Rain In Various Parts Of Country

More rain, wind/thundershower is expected in upper and central Punjab, Islamabad, Khyber Pakhtunkhwa, north and eastern Balochistan, Kashmir and Gilgit Baltistan on Thursday.

According to the Pakistan Meteorological Department forecast, isolated heavy falls are likely in Kashmir, upper Punjab, Islamabad, upper Khyber Pakhtunkhwa and northeastern Balochistan during the next 24 hours.

The Met Office has also warned that heavy rains may generate urban flooding and flash flooding in local Nullahs of Karachi, Dadu, Sukkur, Larkana, Kalat, Khuzdar, Zhob, Loralai, Barkhan, Kohlu, Musa Khel, Sherani, Sibbi, Bolan, Rawalpindi, Islamabad and hill torrents of Dera Ghazi Khan during the period.

The rainfall may trigger landslides in Kashmir, Galiyat, Murree, Abbottabad, Mansehra, Chillas, Diamir, Gilgit, Hunza, Astore and Skardu during the forecast period. Travelers and tourists are advised to remain more cautious during the forecast period.

Pakistan reported another wild poliovirus case in the North Waziristan district, taking this year’s overall tally to 14, the Ministry of Health confirmed on Wednesday.

Following the virus paralysing another child in North Waziristan, the district’s tally reached 13, while the only case apart from the area has been reported from Lakki Marwat which was registered last week.

The Pakistan Polio Laboratory at the National Institute of Health said that the eight monthold girl who is the fresh victim was suffering from polio induced disabilities. All the 14 cases, the Ministry of National Health Services, Regulations and Coordination said, were reported in children under two years of age.

PM Shehbaz vows to provide maximum relief to rain-affected people

Prime Minister Shehbaz Sharif on Wednesday announced maximum relief to the masses affected by rains in Balochistan and other parts of the country.

Addressing a National Assembly session in the federal capital, the prime minister talked about the country's faltering economy, the troubles that the government faced in a bid to rectify the situation and the devastation caused by the monsoon rainfalls in the country, among other issues.

PM Shehbaz said that the coalition government was aware of the destruction caused by the rains and added that for this purpose, it has held meetings with all the provincial governments.

He said that the provincial governments are working day and night in areas where people lost their lives and suffered economically due to the rains.

"The federal government has decided to increase the relief package for those affected by the rains," the premier said, adding that a meeting will take place tomorrow to discuss the provision of relief to the people.

The premier said that the federal government will work with the principal governments to overcome the losses and help the farmers who suffered the most.

Prime Minister Shehbaz said that the Constitution of Pakistan was drafted under the leadership of Zulfiqar Ali Bhutto and presented Pakistan as a strong, dynamic country before the world.

The Constitution will continue to guide and strengthen Pakistan no matter how much someone tries to meddle with it, said the PM.

Talking about the 2018's General Elections, PM Shehbaz said that those polls were the worst in the country's history. "Those polls imposed a government through the process of rigging," he added.

"The Results Transmission System (RTS) was closed at night and the counting of votes was stopped by the order of the former chief justice," he added.

PM Shehbaz berated the PTI-led government and said it took loans of more than Rs20,000 billion in three-and-a-half years, adding that millions of people lost their jobs and became homeless during the PTI's tenure.

The premier further said that the coalition government knew that Pakistan was on the verge of default, and for that, the government decided to save the state rather than focusing on political point-scoring.

"I was offered to become the prime minister by a president in 1992; Musharraf also offered me the PM's post, and when Nawaz Sharif offered me the premiership, I chose to serve Punjab instead to complete the mega projects," said the premier, adding that he had many opportunities to become the prime minister in the past.

PTI finalises Sibtain Khan's name for Punjab Assembly speaker's post

The PTI has finalised the name of the former provincial minister for forestry, wildlife and fisheries Sibtain Khan for the post of speaker of the Punjab Assembly.

The Supreme Court of Pakistan on Tuesday declared the ruling of Punjab Assembly Deputy Speaker Dost Muhammad Mazari in the Punjab chief minister's election "illegal", and ruled that PTI's candidate Pervez Elahi will be the new CM of the province.

Following the verdict, PML-N's Hamza Shahbaz was removed from office with immediate effect and the Punjab cabinet was dissolved. The court also declared that all the appointments carried out under Hamza's rule null and void.

According to the sources, Sibtain's name was finalised during a meeting between PTI Chairperson Imran Khan and CM Elahi. The party chairperson will also seek the opinions of other leaders regarding his choice of candidate.

Meanwhile, the speaker's office in the Punjab Assembly has been turned into the chief minister's office for Elahi.

Opposition Leader in Sindh Assembly Haleem Adil Sheikh has been arrested by a team of anti-corruption establishment from Jamshoro.

The PTI leader Haleem Adil Sheikh went to an anti-corruption court in Jamshoro to appear before it, however, the ACE team arrested him from outside the premise.

An associate of the PTI leader accompanying him at the time of the arrest said that they went to the court to file their replies in the case. “We went to join the probe but they arrested him in another case registered against him,” he said.

He added that Haleem Adil is currently being kept at a police station and the police have shown them a letter from anti-corruption East Karachi on which orders the arrest was made.

Interior Minister Rana Sanaullah said that any ban on his or other ministers’ entry into Punjab would lead to governor rule in the country’s most powerful province.

Sanaullah warned of imposing governor's rule in Punjab after the Supreme Court removed Hamza Shahbaz as the chief minister and instated Imran Khan-backed Pervez Elahi to the top office.

"The summary to impose governor's rule is being drafted, and I personally have started work on it," Interior Minister Rana Sanaullah told a press conference.

The interior minister said if his entry into Punjab is banned, it might lead to the imposition of the governor's rule in Pakistan's most populated province as PTI leaders had suggested prohibiting his entry in Punjab.

The interior minister’s statement came in response to reporters’ query over the new Punjab government’s apparent plans to impose an embargo on a few federal ministers including Rana Sanaullah in an effort to pressurise the federal government to call early elections.

The interior minister said that the SC's decision will lead to further deterioration in the political arena which is a major reason for the rupee's fast depreciation.

Sanaullah added that after the no-confidence motion against former prime minister Imran Khan was successful, the PML-N opined for moving towards snap polls, indicating that the coalition partners did not agree.

He also added that once general polls take place, PML-N supremo Nawaz Sharif will come back to the country and lead the election campaigns.

"But now, the federal government is a government of coalition partners, and this coalition has formed governments in Sindh and Balochistan. The federal government has its own significance," he said.

PDMA issues floods warning for Punjab

The Provincial Disaster Management Authority (PDMA) issued a low-medium flood alert for the Chenab river, asking all concerned districts to stay on high alert and take precautionary measures to protect the populations in the adjacent districts.

Amid surging water levels in the rivers, the authority said that according to the report of the flood forecasting station, there was a possibility of a low-medium flood.

Citing the report, the PDMA said the water discharge in the river was recorded at 15,4890 cusecs which, it warned, may cause flooding in the areas of Hafizabad district. It advised that the adjacent districts should also complete their preparations and set up relief camps.

“According to the directives of the Punjab government, the protection of life and property of the people is the first priority,” the notification said.

Separately, the PDMA warned, quoting the Met office, that monsoon winds entering the upper and central regions of the country from July 27 and spreading to other regions on July 31, may result in another week of rains.

During this period, Rawalpindi, Murree, Attock, Chakwal, Jhelum, Sialkot, Narowal, Lahore, Gujranwala, Gujrat, Sheikhupura, Faisalabad, Jhang, Mianwali, Khushab, Sargodha, Hafizabad, Mandi Bahauddin, Sahiwal, Okara, Bhakkar, Multan, Khanewal, Pakpattan, Vehari, Rajanpur, Dera Ghazi Khan, Bahawalpur, Bahawalnagar, Rahim Yar Khan and Khanpur are likely to receive more rain with strong winds and thundershowers.

Meanwhile, the heavy rain is expected to increase the flow of water in the local and rainwater channels of the Ravi, Jhelum and Chenab rivers.

It also warned of the risk of landslides in Murree, advising tourists to plan travel while keeping in mind the weather conditions.

“An alert has been issued to the district administrations of Punjab to keep their arrangements in place and be prepared to deal with the emergency situation,” the notification said.

Hours after the Supreme Court struck down Punjab Assembly deputy speaker’s ruling, President Dr Arif Alvi administered the oath of Punjab chief minister to Pakistan Tehreek-e-Insaf candidate Chaudhry Pervaiz Elahi at the President House.

Earlier, it was decided to host the swearing-in ceremony at the Governor House but to the Punjab governor's dismay, the ceremony was shifted to President House, Islamabad following his refusal to administer oath.

Elahi reached Islamabad at 1am on Wednesday morning to take the oath of office via a special flight from Lahore. Elahi was declared the chief minister elect by a Supreme Court ruling on Tuesday, which said that he should take oath of office by 11:30pm. The ruling said that if the Punjab governor did not administer the oath, Elahi would be sworn in by the president.

On the journey from Lahore, Elahi was accompanied by Zain Qureshi, Mian Mahmoodur Rashid, Murad Ras and Chaudhry Wajahat.

PM Expresses Concern Over Lack Of Planning Regarding Wheat Reserves

A high-level meeting chaired by Prime Minister Muhammad Shehbaz Sharif in Islamabad on Tuesday reviewed the current reserves of wheat in the country.

The meeting was informed that the current wheat production in the country was estimated at 26.389 million metric tons while the previous year's reserves were 1.806 MMT.

The total reserves are 28.199 million metric tons against the total national demand of 30.79 million metric tons.

The meeting was further informed that under the government's agreement with Russia, progress is being made on the import of two million metric tons of wheat, which is in the final stages.

The meeting decided to import wheat in a timely manner through the Economic Coordination Committee to eliminate the gap between demand and reserves.

Addressing the meeting, Prime Minister Shehbaz Sharif expressed concern over the lack of comprehensive planning regarding wheat reserves over the last four years.

He said it is sad that in an agricultural country like Pakistan, food crisis continued to occur during the previous regime.

The Prime Minister said injustice was done to 220 million people by not making comprehensive planning for demand and reserves of wheat.

He directed to ensure availability of buffer stock along with the release of wheat until the next harvest season.

The Prime Minister further directed that money of the nation should be saved by reducing the price of wheat as much as possible.

He issued instructions that measures should be taken soon to ensure the import of wheat through Gwadar Port.

The Prime Minister appreciated the efforts of the Ministry of Commerce, Ministry of Food Security and all relevant ministries and authorities to reduce the cost per ton in the tender.

PDMA issues alert on opening of Tarbela Dam spillway

The Khyber-Pakhtunkhwa disaster management authorities have issued a warning to take preventative action against flooding before opening the spillway of Tarbela Dam to flush out extra water and make room for fresh inflow.

The Provincial Disaster Management Authority (PDMA) issued a warning that the spillway gates of the dam would be opened in the following 24 hours due to rising water levels, which could result in a lower-level flood in the Indus River.

It asked the district administrations in Swabi, Haripur and Nowshera to adopt precautionary measures for the safety of life and property.

The current water inflow in Tarbela Dam was recorded at 243,000 cusecs while the outflow was 136,800, adding that the water level at the dam had surged to 1,511 feet.

The authority also asked people residing alongside the banks of the Indus River to stay vigilant and observe water’s flow in the river, advising them to relocate their animals and essential household items to safer places in case of a water surge.

The Supreme Court on Tuesday reserved its verdict on PML-Q leader Chaudhry Parvez Elahi’s petition challenging the deputy speaker’s ruling in the recently held re-election for the Punjab chief minister, which led to Hamza Shehbaz’s victory.

A three-member bench comprising Chief Justice of Pakistan (CJP) Umar Ata Bandial and Justices Ijazul Ahsan and Munib Akhtar is expected to announce the decision today evening.

Earlier today, the counsel for Punjab Assembly Deputy Speaker Dost Mohammad Mazari, Irfan Qadir, informed the Supreme Court that his client had instructed him not to participate further in the case proceedings and he would instead file a petition for review of the court’s decision not to constitute a full bench.

PPP counsel Farooq H. Naek also declined to participate in the court proceedings. However, they both stayed in the courtroom and watched the proceedings.

During the election, Mazari had decided against counting the votes of 10 PML-Q lawmakers, which were cast in Elahi’s favour, citing a letter written by party President Chaudhry Shujaat Hussain in which he had instructed them to vote for Hamza instead.

Pakistan has reported 371 new Covid-19 cases and one death from the novel virus in past 24 hours.

According to the National Institute of Health a total 13,439 tests were conducted on Monday and the positivity ratio remained 2.76%.

One hundred and eighty four patients are in critical care.

Leaders of the coalition government announced to boycott the court’s proceedings after the Supreme Court rejected the plea seeking the formation of a full court bench in petitions related to the Punjab chief minister’s re-election.

The coalition parties opted to boycott the court’s proceeding after a three-member bench comprising Chief Justice Umar Ata Bandial, Justice Ijazul Ahsan, and Justice Munib Akhtar turned down the government’s request for constituting a full court to hear the pleas regarding election of the Chief Minister of Punjab.

The PDM chief said that they would not appear before this bench for this case and will boycott it.

“If the full court is rejected, we also reject this decision of the judiciary, we will not appear before this bench and we will boycott the case,” he added.

Fazl said that the coalition govt did not want any interference in its affairs that impacts the administrative functioning, adding that the incumbent government, given mandate by the people, was not being allowed to function properly.

The PDM chief said that the proposal for the formation of the full bench was given to restore the public’s trust in courts but the courts should also assess their role and hold themselves accountable as well.

Fazl said the government wanted to fortify the judiciary but the decisions should speak themselves.

Speaking on the occasion Foreign Minister Bilawal Bhutto Zardari stressed that only three judges could not decide the destiny of the nation.

Former prime minister and PML-N Vice President Shahid Khaqan Abbasi, while addressing the press conference, said it was a “test” for the Supreme Court as it was a requirement of justice that a judge or bench recuse themselves from a case in which fingers were raised on them.

“This is done in every court in the world where there is rule of law and the constitution,” he said.

A volcano on Japan's major western island of Kyushu, called Sakurajima, erupted at about 8:05 p.m. (1105 GMT) on Sunday, the Japanese Meteorological Agency (JMA) said, but media said there were no immediate reports of damage.

"Eruptions are continuing, with another massive one reported early on Monday morning. Volcanic smoke reached a height of 2,200 meters (7,218 feet)," the weather officials said.

There were reports of volanic stones raining down at a distance of 2.5 km (1.5 miles) from the volcano, NHK public television had earlier said, adding that the eruption alert level had been raised to 5, the highest, with some areas advised to evacuate.

Sakurajima is one of Japan's most active volcanoes and eruptions of varying levels take place on a regular basis. In 2019 it spewed ash 5.5 km (3.4 miles) high.

Video footage from Sunday's eruption showed what appeared to be a red mass flowing down one side of the volcano, with red projectiles shooting out while smoke, hard to see in the darkness, billowed up.

Most of the city of Kagoshima is across the bay from the volcano but several residential areas within about 3 km (1.9 miles) of the crater may be ordered to evacuate, NHK had said.

Officials at Prime Minister Fumio Kishida's office were gathering information about the situation, it was quoted as saying.

Russian FM reassures Egypt on grain delivery
Russia’s top diplomat reassured Egyptian leaders on Sunday that their orders for Russian grain would be met as he began a tour of African countries dependent on imports for their food supply.

“We confirmed the commitment of Russian exporters of cereal products to meet their orders in full,” Foreign Minister Sergei Lavrov told a news conference after talks with Egyptian counterpart Sameh Shoukry.

“President Vladimir Putin stressed this during a recent telephone call with Egyptian President (Abdel Fattah) al-Sisi.” Lavrov’s visit comes hot on the heels of a landmark deal Russia and Ukraine signed on Friday with the United Nations and Turkey aimed at relieving a global food crisis caused by blocked Black Sea grain deliveries.

Between 20 million and 25 million tonnes of grain have been blocked in Ukrainian ports since Russian troops invaded in February, as Ukraine has laid naval mines to prevent an amphibious invasion of its coast.

The deal provides for the creation of safe corridors for grain exports from three Ukrainian ports, and also seeks to facilitate Russian grain exports by removing them from the scope of Western sanctions.

“The (UN) secretary general (Antonio Guterres) took responsibility for lifting these illicit restrictions, imposed by the United States and the European Union against (Russian) financial and supply chains,” Lavrov said.

Ukraine, the two countries accounted for 85 percent of wheat imports to Egypt, which has been heavily impacted by what

Lavrov called “the so-called world food crisis” in an address to the Arab League in Cairo later Sunday.

Lavrov met Arab League head Ahmed Aboul Gheit and representatives of the 22 nations that make up the pan-Arab bloc.

The United States has sought to isolate Russia on the global stage over its invasion of Ukraine, but has faced less success in the Arab world, where many countries are hesitant to strain relations with Moscow.

Many such as Egypt have not clearly sided with either Russia or Ukraine, leading Lavrov on Sunday to praise Arab countries’ and the League’s “balanced, fair, responsible position”.

Several member states are heavily dependent on wheat imports from Ukraine and have been reeling from food insecurity, which Lavrov said Sunday had been “bluntly, unconditionally” blamed on Russia, “as if the food crisis started on the day we launched our special military operation in Ukraine”.

In addition to the coronavirus pandemic and supply chain problems, the diplomat said the crisis “was aggravated by the illegal Western sanctions against the Russian Federation”.

Despite a Russian strike on Ukraine’s port of Odessa Saturday, which Kyiv called a “spit in the face” to the freshly inked deal with Turkey and the UN, Lavrov lauded the agreement Sunday.

He told Arab leaders it will compel “Western countries to lift limitations and stop preventing Russian grain from being delivered to the buyers”.

After Egypt, Russia’s top diplomat is to visit Uganda, Ethiopia and Congo.

SC resumes hearing Pervez Elahi's petition on CM Punjab election

Supreme Court Monday resumed hearing the petition on Speaker Punjab Assembly Pervez Elahi's petition on the election of the province's chief minister — where he was defeated after PML-Q's votes were rejected.

Last week, the top court asked Chief Minister Punjab Hamza Shahbaz to stay "trustee" CM till Monday (July 25) and limited his powers, noting that if he appoints someone against merit, it will be considered null and void.

A three-member bench — headed by Chief Justice Umar Ata Bandial, and comprising Justice Ijaz Ul Ahsan and Justice Munib Akhtar — is holding the hearing at the Supreme Court's room number 1.

Punjab Assembly Deputy Speaker Dost Mazari had dismissed PML-Q's 10 votes after party head Chaudhry Shujaat asked them to vote in favour of Hamza, but they did not follow his instructions.

But the PTI and Elahi did not accept this and approached the top court.

Today's hearing

At the outset of today’s hearing, Advocate Latif Afridi — the former head of the Supreme Court Bar Association (SCBA) — came to the rostrum and pleaded to the court on behalf of lawyers’ bodies, saying the system is facing dangers as there are numerous challenges.

“The review petition in the Article 63(A) case should be fixed before a full court,” Afridi said, as he noted that the political crisis in the country was deepening over time.

At this, CJP Bandial said that he was honoured that the former SCBA chief had put the matter before him, but noted that the court would take a decision after hearing all parties in the case.

CJP Bandial said that he did not want to issue a one-sided order and neither would he arrive at a decision under the advice of 10 former presidents.

"We need to hear the other side of the story as well," he said. At this, Afridi said that a full bench should be constituted and the available judges should be included.

Moving on, PPP lawyer Farooq H Naik said that he has requested to become a party in the case, at which the CJP told him that let the initial matters be wrapped up first.

"We will hear you, but let the proceedings move in line with the order. Please sit, I hope that your seat will be vacant," the CJP told Naik.

In response, Naik told him that "seats come and go".

During the proceedings, SCBA President Ahsan Bhoon said that he could not "imagine" pressurising the court, but noted that the review petition on Article 63A should be heard.

"What's the hurry Bhoon sahab, let us hear this case first," CJP said.

Barrister Ali Zafar — who is representing Elahi in the case — said that he has also remained the president of the bar. "The bar presidents should not be involved in such matters."

Deputy Speaker Mazari's lawyer, Irfan Qadir, too, when he came to the rostrum, said that since there are several confusions over the matter, a full bench should hear the case.

Then, Mazari's counsel read out the court's order issued on July 23. At this, the CJP asked the lawyer how the deputy speaker arrived at the conclusion that the court's order on Article 63 (A) gives the impression that it speaks about the party head.

"This question is for you [and] that is why a special bench has been formed. The question here is what happens when the party head and the parliamentary party's decisions differ?"

Qadir said that it was not his job to define what questions arise here, but it was the court's task. At this, the CJP asked him to read out Article 63 (A).

The CJP then said that the article mentions the party head and the parliamentary party.

"I am extremely confused as to what the question is here? I cannot understand what's the question?" he asked.

The CJP then said that maybe the lawyer was having trouble hearing the judges and warned him that he would be asked to sit at his seat if he cuts off any judge while they are speaking.

Justice Ahsan asked if the same person can issue declarations and instruct a parliamentary party at the same time. At this, Qadir said that the political parties' rights have been mentioned in the constitution.

Justice Akhtar then said that the deputy speaker issued the directions — during the Punjab CM election on July 22 — under the SC's ruling in the Article 63(A) case.

"There is no confusion in this case anymore, let someone else speak now," Justice Akhtar added.

 

Hamza submits plea to form full court bench

Earlier today, Punjab Chief Minister Hamza Shahbaz filed a petition in the apex court to constitute a full court on the issue of the election of a CM for Punjab.

In the petition, it has been stated that the ruling given by Deputy Speaker Dost Mohammad Mazari on July 22 is valid, while Chaudhry Shujaat Hussain's letter to his lawmakers is in accordance with the Constitution and the law.

The petition further stated that the Election Commission of Pakistan had upheld the instructions given in the letter written by Imran Khan against the defecting members.

Hamza requested in the plea to hear the appeals of the defected members against the ECP.

Govt sticks to full court hearing ask
The coalition government rulers held a press conference hours before the hearing started and demanded that a full court hear the case, not three judges.

PML-N Vice President Maryam Nawaz said that "bench-fixing" is a crime similar to "match-fixing" and suo motu notice should be taken over it as she criticised a "specific" anti-PML-N bench being constituted for one-sided decisions.

PPP chairperson Bilawal Bhutto, too, reiterated that the coalition government only has one demand: the formation of a full bench to hear the case related to the Punjab CM’s election.

“This cannot happen that three people decide the fate of this country. Three people cannot decide on whether this country will run on a democratic, elected or selective system,” he said.
