India: Assam doctor, wife absconding after pouring hot water on 12-year-old domestic help

This week, a doctor and his wife, in the Indian state of Assam, absconded after they allegedly poured hot water on their 12-year-old domestic help. The incident that took place in Assam's Dibrugarh district, has sparked an outrage on Twitter, with many sharing the boy's video that show his burn marks.

The boy, whose mother died earlier, and father lives in Jorhat, had been working in the couple's residence since April, last year.

According to Indian news reports, on August 27, Siddhi Prasad Deuri, a retired doctor of the Assam Medical College and Hospital, was allegedly in an inebriated state when he poured hot water on the boy as he was sleeping.

Police said that his wife, Manjula Moran, the principal of a college, had attempted to treat the boy's burn injuries, soon after.

Apparently, the incident came to light when the District Child Welfare Committee received a video from an anonymous source, and informed the police.

On August 29, the boy was rescued from the doctor's house, by a joint team of the non-profit Childline, the Dibrugarh Child Welfare Committee and the police. He was taken to a child care center for treatement.

According to an Indian news report, after the boy's statement was recorded, a case was filed under sections of the Child and Adolescent Labour Prohibition Act, and Juvenile Justice (Care and Protection of Children) Act, against the couple.

Apparently, when the police went to arrest Deori at his house on September 2, they had to wait for some time since no one opened the doors. Later, the team of cops reportedly scaled the walls of the house, and entered the building. The couple were found missing.

A manhunt was launched to nab them, a police official added.

Twitter users and child protection groups are urging authorities to ensure that the couple get arrested immediately. Some also offered to help the boy. 

As reports went viral, the Assam State Commission for Protection of Child Rights (ASCPCR), in a statement, demanded that the investigation in the case be held on a fast-track mode and the charge-sheet be submitted accordingly. The commission has also written to the Dibrugarh superintendent of police urging him to submit the Action Taken Report (ATR), within two days.
